It's normal for there to be some very fine hair, yes. Any hair remover you purchase OTC will not prevent the hair from regrowing and shaving will make it that much worse over time.
My suggestion is to go to a place like Sally's Beauty Supply or somewhere similar that specializes in beauty products and purchase some bleach that's safe for that purpose. Not hair dye!!!!! You could also wax it but probably need to see a professional for that instead of trying to do it yourself. And there's always electrolysis if you have that kind of money to spend.

If you use nair or anything like that it will come back. You shouldn't be using them on your boobs anyway. Try electrolasis or go to one of those places that specialize in that.

Hi it's normal but pls dont shave. this can cause irritation and these areas are very sensitive and can be easily infected.

It is normal. If it a lot, good luck. However, tweezing after a shower is a good option if there is not a lot. The hair shafts are soft and the skin is forgiving. It won't hurt as bad.
The other option is to learn to accept and love your body the way it is. But that is hard to do in today's society and culture.

Everyone has hairs there to a lesser or greater degree ... it depends on how much it bothers you as to what you do about it ... I tried electrolysis around my nipples and eventually gave up cos 1) it hurt and 2) I decided I'd rather spend my money on other stuff ... Eventually I kinda got used to it - my sister uses hair removal cream on her stomach but I can't cos it makes my skin react soooooo badly (when they say do a patch test they mean it y'know) ... I'm saving up for a laser treatment series now - that's the only other permanent removal method other than electrolysis.
