Upper lip issues?

Well I'm a teenager, and a few years ago i got sick of my upper lip hair and decided to shave it off. well that probably wasnt smart but it grew back almost the same, and for about a year i was just bleaching it. i didnt like it after a while so i just plucked it all off but the problem is that from the shaving there are dark little stubbles on it and theres no other hair but the stubbles which are pretty much wherever the hair was. i tried using sally hansen brush on hair remover but it's not close enough and the stubbles are still there. i tried plucking them but its not working. anyone have any idea how to fix it? im just sick of having these issues.



btw, my mom's not gonna let me wax it.

I waxed it, but find i get weird little tiny spots, and dry skin. Use hair removing cream. it works best and gets rid of stubble.

You may try sugaring it. It's similar to waxing, but it can be done with household items. People also say it hurts less and is more effective, but that's all rumor. Theres lots of different recipes for it out there.
